These scholarships are awarded to children or grandchildren of AFSCME Council 65 dues paying members or members of the Council 65 Retiree Chapter.  The applicant must be enrolled in a college or university or vocational, technical or trade school located within the State of Minnesota or having a reciprocity agreement with the State of Minnesota.
